It doesn't start until very late on Saturday (U.S. time), so they could still announce it at one of the conventions this weekend (or even here, later today).
There is also the possibility it has been licensed for broadcast.

Crunchyroll will stream it, it's on the Spring lineup page. Since it is on the top-half, the conditions look the same as Fall: Nico Nico Douga gets it first and then Crunchyroll gets it a week later. The soonest they could have gotten it would be Saturday, April 14th but I think someone mentioned that NicoNico.jp doesn't start streaming it until that weekend, so Crunchyroll might have to wait until two weeks from now to start it(although it is possible the first two episodes might be streaming back to back or something like that)

Turns out that April 15 start date listed on niconico.jp was only for the stream inside Japan. It was pointed out to me their stream for the rest of the world started on the broadcast date (April 7 in the U.S.).
End result: Crunchyroll's stream of the second half of Fate/Zero should begin on Saturday, April 14.
