In my experience, every television show (not just anime) has produced or began producing seasons before the previous one airs. So lets say that Season 1 of an anonymouse tv show gets popular, than its most likely the creators have already drawn up a third season and maybe even a fourth. but it still all depends on the popularity of the next season. if the second season is just as popular, then the voice acting begins and promos and trailers of the already produced season are released

Anime is more often produced "close to the wire", much moreso than live action shows in the United States. An anime can end on a cliffhanger, have elements galore that indicate another seasons, and say "to be continued..." at the end of the final episode, but if doesn't have the financial returns after that to justify another season, it won't get it. With almost any late night anime, the decision usually isn't made until the first DVD/BD sales are done, which often don't even begin until the series is near the end of the first season (i.e., near the end for a one cour series), and sometimes not until after. Given the timing of the renouncement of the second series of TWGOK, it was likely approved as a split cour series from the start (something that has since become much more common).
