hmn, i would have to say Nanoha's Starlight breaker is pretty unbeatable. Really, any of the 3 Strikers technomages would be very close to being the most powerful IMO.

I really hope Gildarts doesn't pull some "I'm so proud of how youv'e grown, please pass though without a proper fight" . Truthfully I'm sure Gildarts could destroy Natsu but he will get through either because of this, or because he's the main character... Most likely though the exam will be called off for something |

Fate and Nanoha are given a 2 level limiter. [I believe they are around S or S+
